Question / Issue
If God is creator of all, therefore creator of Satan, hell, and sin in general... is God creator of evil? If God is not the creator of evil, however all knowing, why does sin exist? With the existence of sin, God either allowed it with malice, forethought, or is not all powerful.

Answer / Solution
The truth is that God created the angels and man with the ability to choose between good and evil.  The alternative would have only been "robotic" or "programmed", and therefore, not have any meaning.  Without the choice to love and worship God, we wouldn't have the incredible gift of "fellowship and communion" with God in an intimate relationship as we did initially in the Garden of Eden.  Scripture clearly tells that Gen 1:31  "...God saw all that He had made, and behold, it was very good."

1.)  With the choice that God gave both his angels and man, first Satan rebelled and was kicked out of heaven... 
1 John 3: 8   -  "...the one who practices sin is of the devil; for the devil has sinned from the beginning. The Son of God appeared for this purpose, to destroy the works of the devil." (NAS95)

2 Peter 2:4   -  "...For if God did not spare angels when they sinned, but cast them into hell and committed them to pits of darkness, reserved for judgment;"
Mt 25:41  -  "Then He will also say to those on His left, 'Depart from Me, accursed ones, into the eternal fire which has been prepared for the devil and his angels; (NAS95)
 
2.)  Then, man fell to the temptation from the serpent's (Satan) lies... 
Gen 3:1 -  Now the serpent was more crafty than any beast of the field which the LORD God had made. And he said to the woman, "Indeed, has God said, 'You shall not eat from any tree of the garden'?"  2 The woman said to the serpent, "From the fruit of the trees of the garden we may eat;  3 but from the fruit of the tree which is in the middle of the garden, God has said, 'You shall not eat from it or touch it, or you will die.'" 4 The serpent said to the woman, "You surely will not die!" (NAS95)   We know the rest of the story!  Man's fall began with Satan's attempt to cast doubt on what God said in verse 1.  Satan continued the deception with a lie!  Man gave in to the temptation of the devil and CHOSE to sin!

It all started with Satan.   Gen 3:14  -  The LORD God said to the serpent, "Because you have done this..."  We see from Scripture that sin originated from Satan, who we know to be a created angel of God.  Therefore, logically, we can accept that God created "the potential" for sin strictly for the purpose of giving His creation the ability to choose to love Him.  Most assuredly not due to any malice or evil in God, for we know throughout all of Scripture that the Lord is perfectly Holy.  He is morally perfect, and there is no evil in Him!  

God declares Himself to be Holy - "...I am the LORD your God, Consecrate yourselves therefore, and be holy, for I am holy."  - Lev 11:44    The angels proclaim God's Holiness - "...day and night they (the four living creatures) do not cease to say, "HOLY, HOLY, HOLY is the LORD GOD,THE ALMIGHTY, WHO WAS AND WHO IS AND WHO IS TO COME."  - Rev 4:8    God's very name is Holy...  "Holy is His name."  - Lk 1:49

Even in His Omniscience (all knowing)  and Eternality (knowing from eternity past), He allowed the potential for sin knowing that He would make perfect provision for man's sin with the death, burial, and resurrection of His only begotten Son - Jesus Christ.  WHY?  - Because God Almighty wanted to love and be loved.  "For God so loved the world, that He gave His only begotten Son, that whoever believes in Him should not perish, but have eternal life.  For God did not send the Son into the world to judge the world, but that the world should be saved through Him."  - Jn 3:16-17    "...God demonstrates His own love toward us, in that while we were yet sinners, Christ died for us."  - Rm 5:8
