| Is healing a promise guaranteed?

No, everything is subject to the will of God. God's will is good and has a purpose that may be way beyond a simple fix that we would enjoy or seem to be benefited by presently. God may will that we sufffer: Acts 14:21-22 21After they had preached the gospel to that city and had made many disciples, they returned to Lystra and to Iconium and to Antioch, strengthening the souls of the disciples, encouraging them to continue in the faith, and saying,"Through many tribulations we must enter the kingdom of God." NASU
Again: 1 Peter 4:19 - "Therefore, those also who suffer according to the will of God shall entrust their souls to a faithful Creator in doing what is right." NASU
Because of the atonement of our Lord Jesus Christ we have entrance to ask God by faith for healing. We don't deserve that, its a gift of His gracious sacrifice. It's obvious that not everyone is healed who has been saved. The ultimate healing will come at the resurrection, --that, too, was purchased at the cross of Christ!
